Top management of the company is 100% Nigerian and their management and Engineering staff has extensive working experience in Nigeria covering a period of over fifteen years.

We deal on Local Content with respect to finance, marine, construction, oil, and gas industry to the extent of involvement of Nigerian resources (expertise, raw materials, finished goods, services, etc.) Or more aptly put, the utilization of the Nigerian human and material resources in the exploitation and development of Nigerian hydrocarbon resources.

Quality of Goods

  1. The quality of the goods sold or purchased shall be in full conformity with specifications indicated in the contract at signing.
  2. If the quality of the delivered lot of the goods does not correspond to the specifications, the buyer shall have the right at its sole discretion to either reject the respective lot of goods or reduce the price to be paid for the lot of goods. All in accordance with a schedule to be agreed upon by the parties for the execution of the contract.
  3. The quality of the goods delivered under the contract shall be determined on either CIF, FOB, TTO or any other mode/terms at the port of discharge by a first class independent inspector, Petrak, Say Bolt or SGS.
  4. Seller and Buyer hereby agree that an internationally recognized first class independent Surveyor Company shall be mutually appointed at both designated loading ports, to assess the quality and quantity of the Commodity according to the provisions herein stated. The Seller and Buyer should pay complete inspection cost, according to the account of the Inspector Company in the ratio 50:50.

Product Availability

  • 1.1 The quality of the goods sold or purchased shall be in full conformity with specifications indicated in the contract at signing.
  • 1.2 The terminal operator shall test for basis Sedimentation and water, Specific Gravity and temperature of all crude oil before shipment at the loading. The result of the test be binding upon BUYER and SELLER, and no claim shall be made by either party concerning the quality of the crude oil after shipment;
  • 1.3 Where the BUYER from his laboratory test of un-discharged cargo of oil at the port of discharge is satisfied that the quality of the oil is not in accordance with the Certificate of Quality issued by the Terminal Operator, BUYER shall notify SELLER not later than forty five (45) days from the date of loading and both parties shall appoint an Independent inspector to certify the quality of the oil from samples taken at the port of loading and the finding shall be conclusive and binding on both parties. The expenses of the Independent Inspector shall be borne equally by both parties.
    • THE PROOF OF PRODUCT (POP) CONSIST OF THE FOLLOWING DOCUMENTS:
    • ♦ Company registration certificate
    • ♦ Commitment to supply
    • ♦ Confirmation of product availability
    • ♦ Export license
    • ♦ Product certificate of origin
    • ♦ Product analysis report
    • 1. Upon verification of the POP, the buyer will issue MT 103-23 for the first month of shipment.
    • 2. Upon confirmation that MT103-23 has been issued, Seller sends full proof of product to the Buyer’s bank via SWIFT and to the Buyer via courier. At this stage the title of ownership will be changed to the name of the Buyer.
    • 3. Seller appoints and signs charter party agreement with a suitable and reliable shipping company and sends copy of CPA to the Buyer.
    • Shipment commences as per terms of the Charter Party Agreement and terms of the signed and legalized contract.
    • 5. On completion of the discharge of the cargo at the delivery port, Buyer’s bank releases payment for full cargo to the seller’s bank after receiving positive test by SGS or its equivalent, the shipping and surveyors’ documents from the delivery port.
    • 6. Immediately upon the receipt of the Buyer’s financial instrument the Seller will release Payment to all involved intermediaries.

    Delivery

    • The quality of the goods delivered under the contract shall be determined on either CIF, FOB, TTO or any other mode/terms at the port of discharge by a first class independent inspector, Petrak, Say Bolt or SGS.
    • We also have at our disposal the manpower spread of our Technical Partners. ROCKGATE’S employment procedure ensures that its personnel is of sound professional standing. The finance and engineering team are principally university and polytechnic graduates with most having post-graduate degrees in their respective disciplines. A good proportion of the engineers belong to professional bodies such as Nigerian Society of Engineers, Society of Petroleum Engineers, and other international bodies.
    • ROCKGATE recognizes that technology is constantly advancing hence our training program is geared towards constant and continual development of the human resources. Information technology is taken very seriously by the management of ROCKGATE; hence all personnel working for us are trained regularly to be IT literate.
    • Conditions of Delivery
    • 1. The delivery is carried out on the vessels nominated and agreed upon by both seller and buyer.
    • 2. The date of Bill of Lading (B/L) is to be considered as the date of the completing of the delivery.
    • 3. The date of the confirmation of the terminal’s readiness for dispatch is the date of the port terminal’s “Confirmation of delivery, acceptance of the Goods”, a copy of which is provided to the Buyer by the Seller.
    • 4. General terms of delivery will be by any acceptable method agreed upon by both buyer and seller: CIF, FOB, TTO, etc.
